Malaria & NTDs Overview

CHAI’s global malaria & neglected tropical diseases program provides direct technical and operational support to countries around the world to strengthen their vector borne diseases programs and reduce the burden of malaria, dengue, and other NTDs. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria, dengue and NTD-related illnesses and deaths worldwide.

CHAI Dengue Control Portfolio

Dengue poses a rapidly growing public health threat in Asia, driven by climate change, urbanization, and persistent health inequities. Traditional vector control approaches alone are insufficient to curb transmission at scale. CHAI supports governments to evaluate, introduce, and scale innovative dengue control tools, including Wolbachia-based interventions, alongside strengthened surveillance, community engagement, and data-driven decision-making. A core priority is ensuring that new approaches are operationally feasible, cost-effective, and fully integrated into national programs.

Position Overview

CHAI is seeking a highly motivated and mission-driven Dengue Manager, Asia to lead CHAI’s Asia dengue portfolio currently including Cambodia, Lao PDR, and Indonesia. This position will be under the supervision of the Associate Director, Dengue – Malaria & NTDs and in close coordination with the Asia Regional Manager, Malaria & NTDs.

This role is designed as a leadership position, with clear accountability for the regional dengue strategy execution, country prioritization, stakeholder engagement, and overall portfolio performance across the Asia region. The Dengue Manager will drive CHAI’s Asia dengue strategy in collaboration with CHAI country leadership, and guide implementation and scale-up efforts in close alignment with CHAI’s global dengue strategy.

The role requires a highly mature leader capable of navigating complex government relationships, influencing strategic discussions with Ministries of Health and partners, and coordinating closely with CHAI country and regional leadership across Asia. The Dengue Manager will serve as a senior regional focal point for dengue, representing CHAI in high-level engagements with Ministries of Health, donors, research institutions, implementing partners, and other key stakeholders supporting dengue control and Wolbachia-based interventions.

The Dengue Manager will provide strategic and operational leadership across country dengue workstreams, supporting governments and CHAI teams to translate technical evidence and operational lessons into practical implementation and scale-up decisions. This includes supporting cross-country coordination, guiding implementation planning, strengthening operational readiness, and helping resolve complex stakeholder and implementation challenges across the region.

The role requires frequent travel and sustained engagement with Ministries of Health, implementing partners, and donors.

Leadership & Regional Coordination

• Lead CHAI’s Asia dengue portfolio, with clear accountability for regional strategy execution, country prioritization, and program performance.
• Serve as CHAI’s senior regional dengue focal point, building and maintaining strong relationships with Ministries of Health, donors, research institutions, suppliers, and key regional partners.
• Coordinate closely with CHAI country and regional leadership to align dengue priorities, guide strategic decision-making, and support complex stakeholder engagement across countries.

Strategy, Planning & Program Management

• Translate CHAI’s regional dengue strategy into actionable country plans, supporting governments and country teams to prioritize, sequence, and operationalize dengue control and Wolbachia-related activities.
• Support Ministries of Health and partners to translate technical evidence, operational lessons, and research findings into practical implementation and scale-up decisions.
• Lead development of high-quality strategic and operational deliverables, including roadmaps, decision memos, presentations, briefers, and implementation guidance for internal and external stakeholders.

Field Implementation & Operational Support

• Provide strategic oversight and coordination for dengue and Wolbachia deployment activities, ensuring strong alignment across Ministries of Health, implementing partners, technical teams, and operations teams.
• Support countries to identify and resolve complex operational, implementation, and stakeholder challenges related to deployment readiness, logistics, procurement, and scale-up planning.
• Strengthen country execution and sustainability through capacity building, stakeholder engagement, and structured coordination with government counterparts and local partners.

Evidence, Surveillance & Data Use

• Support the design and use of monitoring frameworks and KPIs to track program progress, performance, and implementation quality across countries.
• Strengthen data-driven decision-making by supporting dashboards, structured reporting, and the translation of surveillance/ento outputs into program actions.
• Document lessons learned and support regional knowledge sharing, ensuring evidence and operational experience from country deployments inform future strategy and implementation approaches.

Budgeting, Grants & Reporting

• Support regional budgeting, financial planning, and resource prioritization across dengue workstreams, including forecasting, activity planning, and monitoring of program expenditures.
• Lead preparation of donor-facing materials and strategic communications, including presentations, reports, concept notes, and briefing materials for donors, governments, and partners.
• Support fundraising and partnership development efforts by contributing to investment cases, proposal development, and strategic discussions related to dengue and broader vector control initiatives.

Education & Experience

• Master’s degree with at least 3 years of relevant experience, or a bachelor’s degree with at least 5 years of relevant experience. Acceptable fields of study/work include public health, Entomology, Epidemiology, Public Administration, or a related field.
• Significant experience working directly with Ministries of Health, senior government stakeholders, and cross-functional country leadership teams.
• Demonstrated experience managing complex stakeholder environments across multiple countries or institutions.
• Experience leading or coordinating large-scale public health initiatives in low- and middle-income countries.

Technical & Management Skills

• Strong project management, planning, and organizational skills.
• Ability to rapidly learn technical content and translate it into operational guidance.
• Strong strategic thinking and ability to navigate politically and operationally complex environments.
• Demonstrated ability to influence decision-making and build consensus across government and partner stakeholders.

Communication & Interpersonal Skills

• Excellent written and oral communication skills in English.
• Exceptional relationship management and diplomacy skills, with the ability to build trust and credibility with senior government officials, donors, and partners.
• Strong executive communication skills, including experience leading high-level meetings and presenting to senior stakeholders.

Other Requirements

• High proficiency in Microsoft Word, Excel, and PowerPoint.
• Willingness to travel frequently across Asia (estimated 30%).
• Flexibility to take on additional responsibilities as required by program needs.

Advantages
