The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low- and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

 

CHAI’s Papua New Guinea office operates in a complex and dynamic environment, supported by regional and global expertise. As Program Manager, Infectious and Non-Communicable Diseases (INCD) you will play a central role in driving the effective delivery and strategic evolution of CHAI’s Malaria and NCD portfolio. You will work closely with the Country Manager as a thought partner, contributing to program strategy, execution, team performance, and cross-program alignment.

 

In this role, you will build and sustain strong working relationships with the National Department of Health (NDOH), Provincial Health Authorities, and key partners, positioning CHAI as a trusted and reliable partner in priority delivery platforms and decision-making forums. You will ensure that CHAI’s support is responsive, well-coordinated, and aligned with national priorities.

 

A significant focus of this role is the Malaria program. You will be responsible for bringing a strategic and analytical lens to program performance, identifying opportunities to deepen CHAI’s impact, and supporting the National Malaria Control Program (NMCP) across key technical areas, including case management, supply chain, and surveillance. While technical implementation is led by program staff, your role is to ensure coherence, quality, and ambition across the portfolio; translating data and field insights into actionable program improvements and strategic direction.

 

You will be expected to engage confidently with NMCP counterparts, contribute to problem-solving at the system level, and help shape CHAI’s malaria strategy in line with PNG’s malaria control and elimination goals. More broadly, you will support integration and alignment across the INCD portfolio, ensuring that programs are delivered efficiently, teams are accountable, and resources are optimized.

Responsibilities

Program Coordination and Delivery

  • Lead coordination and delivery across the Malaria and NCD portfolios, ensuring alignment of priorities, clear communication, and effective knowledge management across country, regional, and global teams.
  • Own the development and execution of integrated work plans, ensuring timely delivery of program objectives, effective grant management, and high-quality reporting to donors and global teams.
  • Maintain a consolidated program dashboard that provides real-time visibility on performance, risks, and delivery gaps, enabling timely decision-making by the Country Manager.
  • Proactively identify and resolve operational bottlenecks, including procurement, logistics, and coordination challenges, escalating only when strategic input is required.
  • Conduct regular field monitoring to validate implementation progress, strengthen provincial execution, and translate field insights into actionable program improvements.
  • Identify and develop strategic opportunities for program expansion or course correction, supported by data and clear rationale.
  • Lead the development of high-quality analytical and technical outputs, including presentations, reports, and briefing materials for internal and external stakeholders.
  • Drive innovation and continuous improvement across both programs, including the development and scaling of effective tools, approaches, and best practices.
  • Lead knowledge management across both programs, ensuring structured documentation, version control, and accessibility of key program materials.

People Management

  • Set clear, measurable performance expectations for direct reports, aligned with program priorities and workplans, and hold teams accountable for results.
  • Build team capacity through coaching and mentorship, strengthening problem-solving, stakeholder engagement, and execution quality.
  • Proactively manage team performance, addressing challenges early and ensuring a high-performing and accountable team culture.
  • Foster a collaborative and results-driven team environment, promoting effective communication across programs and functions.
  • Identify resourcing needs and support recruitment to ensure teams are appropriately structured to deliver on program priorities.
  • Build team discipline around documentation and knowledge sharing, ensuring institutional memory is not dependent on individuals.

Stakeholder Engagement and Relationship Management

  • Build and maintain strong, trust-based relationships with NDOH, Provincial Health Authorities, and key partners, positioning CHAI as a reliable and solutions-oriented partner.
  • Coordinate effectively across government, donors, and implementing partners to ensure alignment, reduce duplication, and strengthen program impact.
  • Support and, where appropriate, facilitate technical working groups and coordination platforms to drive effective decision-making and follow-through.
  • Represent CHAI in operational and technical forums, ensuring consistent, high-quality engagement across both program areas.
  • Contribute to advocacy and resource mobilization efforts, including development of proposals, concept notes, and strategic presentations aligned with national priorities.
  • Ensure program insights, lessons learned, and evidence are synthesized and shared with government and partners to inform decision-making.

Financial Management

  • Lead integrated planning and budgeting processes across both programs, ensuring alignment between resources, priorities, and deliverables.
  • Monitor financial performance closely, identifying and addressing risks related to under- or over-expenditure in a timely manner.
  • Ensure all program documentation is complete, accurate, and audit-ready, maintaining high standards of compliance and accountability.
  • Own the coordination and quality assurance of donor reporting, ensuring submissions are timely, accurate, and aligned with program performance.
  • Support development of funding proposals and grant renewals in collaboration with the Country Manager and global teams.

Undertake any additional responsibilities as required by the Country Manager.

Qualifications

  • Bachelor’s degree in a relevant field; Master’s degree preferred.
  • At least 7 years of progressive experience managing complex programs with multiple stakeholders.
  • Proven ability to lead end-to-end program delivery, including strategy, execution, and financial management.
  • Strong strategic thinking and problem-solving skills, with the ability to operate effectively in ambiguous environments.
  • Demonstrated ability to work independently, exercise sound judgment, and take full ownership of assigned workstreams.
  • Experience managing teams, setting expectations, and holding staff accountable for results.
  • Strong stakeholder management skills, with experience engaging government counterparts, donors, and partners.
  • Excellent analytical and communication skills, including the ability to produce high-quality reports and presentations.
