The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Overview of the program
CHAI began working in Cambodia in 2005 to help the Ministry of Health (MoH) tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia program has grown rapidly since its inception to manage multiple projects in support of Cambodia’s health system. In addition to HIV, CHAI is now supporting the MoH to tackle the burden of infectious diseases including TB and drug-resistant TB, and hepatitis; save the lives of women and children through improved access to lifesaving reproductive health care and immunizations; and address non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).
CHAI Cambodia has recently updated its strategy, and is reorganizing its organizational and technical team structure, around three crosscutting strategic priorities that are interlinked and complementary: infectious disease control and elimination, strengthening integrated PHC services, and health system strengthening, which includes sustainable financing and digitalization.
CHAI’s work supporting the Royal Government of Cambodia strengthen integrated Primary Health Care (PHC) and community health services has focused on vaccination and non-communicable disease (NCD) services to date. Since 2020, key initiatives have included supporting the development of a national Policy for Community Participation, and development of “proof of concept” community mobilization and health facility level integrated care strategies in “learning provinces” to drive equity, innovation and quality improvement. These have been designed to align with, and complement, the government’s PHC strategy, which aims to empower communities, redesign service delivery packages to position PHC as the first point of contact within the public health system, and advance digital transformation, including through unique patient IDs and Electronic Medical Records.
As Cambodia faces transitions in its donor landscape, and in alignment with government-led policy reforms, key opportunities are arising to reevaluate and strengthen financing and payment systems for PHC, deepen integration of services through networks of care from community to PHC to hospital level to support quality patient-centered care and efficiencies, and strengthen PHC governance, including engagement of local authorities and communities.
This work is supported by CHAI Cambodia’s integrated PHC team which is currently comprised of 10 public health professionals and supported by CHAI’s global technical teams. This team oversees the portfolio's strategy and project development, as well as the implementation of grants at both national and subnational levels, by coordinating with relevant ministries, departments, and provincial and local authorities across multiple thematic areas, including:
Position Summary
CHAI is seeking a highly motivated individual with outstanding analytical, communication, and teamwork skills to serve as Senior Program Manager, PHC and Integration. The Senior Program Manager serves as key member of the CHAI Cambodia Country Leadership Team (CLT), and leads the integrated PHC and integration team. In this capacity, s/he will provide strategic leadership and management for the integrated PHC and integration portfolio, which includes CHAI’s current and future work across multiple thematic areas as detailed above.
This role is responsible for driving strategic program design and implementation, strengthening government partnerships, and ensuring alignment with national PHC priorities, with aim of contributing to evidence-based policy and sustainable service delivery improvements. The Senior Program Manager will lead cross-functional teams, overseeing business development and project design related to integrated PHC, as well as all phases of project implementation and management, including work planning, implementation and budgeting, sub-award design and management, monitoring of results and impact, and reporting. In addition, the role will spearhead strategy development, resource mobilization and donor engagement efforts, including developing concept notes, proposals, and reporting to secure sustainable financing for the integrated PHC and Integration team. The role will entail managing one or more program managers, as well as fulfilling program management functions directly for key programs including CHAI’s immunization work.
