The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. About the Program
The government of Burkina Faso is committed to accelerating progress towards universal health coverage and adopting reform programs. This includes the launch of a government-funded free health care program, which aims to eliminate user fees for pregnant women and children under five, as well as for family planning services, so that people do not have to pay more than they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides technical expertise to the Ministry of Health at all levels of the health system, from central to peripheral, to strengthen the health system and health financing and to improve the way resources are prioritized, coordinated, managed, and monitored.

CHAI is seeking a Project Associate to support the implementation of health system strengthening activities in Burkina Faso. The Project Associate will play a central role in project coordination and technical assistance to government partners, particularly in connection with the Free Care (“Gratuité”) program. This position requires solid project management experience and a good understanding of how health systems operate. Experience working with a Ministry of Health and/or other government actors is a strong asset.

The Project Associate will be based in Ouagadougou, with possible travel to the regions.

Specific activities may include the following:

• Manage day-to-day project operations, including coordination with the Ministry, planning and monitoring of activities, and production of high-quality deliverables aligned with government priorities.
• Work closely with central and decentralized directorates of the Ministry of Health to support the implementation of priority reforms and initiatives, in particular:
  • Support to the extension of the free care program to three new care packages,
  • A critical analysis of the efficiency and financial sustainability of the free care program,
  • A review of innovative financing mechanisms to increase domestic health funding in the coming years.
• Draft presentations, technical briefs, reports, and other documentation for internal and external stakeholders on CHAI’s health system strengthening work in Burkina Faso.
• Contribute to the organization and facilitation of workshops, technical meetings, training sessions, and field missions.
• Support data collection, analysis, and synthesis to inform Ministry decision-making (qualitative analysis, indicator monitoring, literature review, etc.).
• Support coordination with development partners involved in CHAI-supported projects.
• Contribute actively to capacity building of national actors (planning, monitoring-evaluation, operational management).
• Perform any other tasks assigned by the supervisor.

• Master’s degree or equivalent in public health, project management, political science, public policy, health economics, or any relevant discipline.
• 4–6 years of experience in project management in demanding environments (international organizations, public administration, health programs, etc.).
• Mandatory experience working in Sub-Saharan Africa, in the health sector (public health, health programs, health systems, financing, etc.).
• Strongly valued: experience working with a Ministry of Health or other government institution.
  Demonstrated experience in multi-stakeholder coordination and managing complex activities.
• Excellent organizational skills, attention to detail, and ability to manage multiple tasks simultaneously.
  Skills in monitoring-evaluation and data analysis are an asset.
• Ability to work independently and proactively in a complex and dynamic environment.
• Strong command of Microsoft Excel, Word, PowerPoint.
• Excellent command of French and at least an intermediate level of English.

Rôle et responsabilités

CHAI recherche un/une chargé(e) de projet pour appuyer la mise en œuvre des activités de renforcement du système de santé au Burkina Faso. Le/la titulaire du poste jouera un rôle central dans la coordination opérationnelle des projets et l’appui technique aux partenaires gouvernementaux, en lien avec le programme de Gratuité. Ce poste nécessite une solide expérience en gestion de projet, ainsi qu’une bonne compréhension du fonctionnement des systèmes de santé. Une expérience de collaboration avec un ministère de la santé et/ou des acteurs gouvernementaux est un atout important.

Le/la chargé(e) de projet sera basé(e) à Ouagadougou, avec des déplacements possibles dans les régions.

Les activités spécifiques pourront inclure les éléments suivants :

• Assurer la gestion quotidienne des projets, incluant la coordination avec le ministère, la planification et le suivi des activités, ainsi que la production de livrables de qualité répondant aux priorités du gouvernement.
• Collaborer étroitement avec les directions centrales et déconcentrées du Ministère de la Santé pour appuyer la mise en œuvre de réformes et d’initiatives prioritaires, plus particulièrement :
• • Un appui à l’extension de la gratuité à trois nouveaux paniers de soins,
  • Une analyse critique de l’efficience et de soutenabilité de la gratuité,
  • Une étude des financements innovants permettant d’accroitre le budget domestique de la santé pour les années à venir.
• Rédiger des présentations, notes techniques, rapports pour les parties prenantes internes et externes concernant le travail de renforcement du système de santé de CHAI au Burkina Faso.
• Participer à l’organisation et à la facilitation d’ateliers, réunions techniques, sessions de formation et missions terrain.
• Soutenir la collecte, l’analyse et la synthèse de données pour informer la prise de décision au niveau du ministère (analyse qualitative, suivi d’indicateurs, revue documentaire, etc.).
• Appuyer la coordination avec les partenaires techniques et financiers impliqués dans les projets soutenus par CHAI.
• Contribuer activement au renforcement de capacités des acteurs nationaux (planification, suivi-évaluation, gestion opérationnelle).
• Autres tâches potentielles assignées par le superviseur.

Qualifications

• Master ou diplôme équivalent en santé publique, gestion de projet, sciences politiques, politiques publiques, économie de la santé, ou toute discipline pertinente.
• 4 à 6 ans d’expérience en gestion de projets dans des environnements exigeants (organisations internationales, administration publique, programmes de santé, etc.).
• Expérience obligatoire de travail en Afrique Subsaharienne, dans le secteur de la santé (santé publique, programmes, systèmes de santé, financement etc.).
• Expérience de collaboration avec un ministère de la santé ou autre ministère/administration publique fortement appréciée.
• Expérience démontrée dans la coordination multipartenaire et la gestion d’activités complexes.
• Excellentes compétences organisationnelles, rigueur, capacité à gérer plusieurs tâches simultanément.
• Compétences en suivi-évaluation/analyse de données est un plus.
• Capacité à travailler de manière autonome, proactive, dans un environnement complexe et dynamique.
• Très bonne maîtrise de Microsoft Excel, Word, PowerPoint.
• Une maîtrise forte du français et un niveau d’anglais intermédiaire au minimum.
