The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

Although the maternal mortality rate in Ghana has declined from 378 to 263 per 100,000 live births, neonatal mortality has also decreased from 31.8 per 1,000 live births in 2007 to 17 per 1,000 live births. An estimated 17 deaths per 1000 live births among newborns accounts for 48% of under-five deaths and 68% of infant deaths. However, Ghana's achievements still fall short of the Sustainable Development Goals (SDGs). Key drivers of maternal mortality from obstetric causes include haemorrhage (38.2%), hypertensive disorders (18.3%), sepsis (9.5%), and abortion (5.3%). The majority of newborn deaths result from prematurity (24%), complications during labour and delivery, such as birth asphyxia (24%), and infections like sepsis (18%).

 

The CHAI Ghana Sexual Reproductive, and Maternal Health (SRMNH) program is providing support to the Ministry of Health/Ghana Health Service (GHS) and other SRMH partners in their efforts to reduce the high incidence of maternal and newborn morbidity and mortality in Ghana. Through an FCDO-funded project, CHOICES, CHAI is assisting the MOH/GHS in scaling up new and lesser-used products for SRMH, as well as managing and treating postpartum hemorrhage and hypertension in pregnancy, including the introduction and scaling up of caffeine citrate in neonatal units within hospitals across the country. Through the BMGF Beginning Fund CHAI will support product introduction and market shaping efforts focused on prioritized MNCH health commodities and availability, quality, and use by identifying potential system-level opportunities for investment in market shaping and strategic procurement. An upcoming Unitaid Sustained Uptake of Products for Pre-Eclampsia and Maternal Anemia (SUPREME) grant will fund supply-side activities to support equitable access to diagnostic and therapeutic products for preeclampsia/eclampsia and anemia in Ghana.

 

CHAI seeks to strengthen market stewardship, including new product integration processes, through improved coordination, data analysis, monitoring, and research at both the national and sub-national levels, with technical assistance to the Ministry of Health and the Ghana Health Service to enhance commodity security and management for SRMNCH commodities.

 

Position Overview

The Program Manager (PM) will provide strategic leadership and coordination across CHAI Ghana programs involved in enhancing access to commodities for critical therapeutics and diagnostics, particularly in Reproductive, maternal, newborn, child, and adolescent health (RMNCAH). This role will essentially conceptualize CHAI Ghana’s strategy for Commodity Access, build the requisite technical expertise in this space, mobilize resources to grow the portfolio, and oversee workstreams spanning product introduction, market shaping, evidence generation, local manufacturing capacity assessment, market stewardship, and supply planning. The PM will lead grant operations, grant management, and donor reporting across portfolio investments. The Program Manager will serve as a key liaison with the Ministry of Health, the Ghana Health Service, Christian Health Association of Ghana, the Pharmaceutical Manufacturers and Suppliers Groups, Food and Drugs Authority, and other relevant agencies. He will also provide technical oversight in scaling up local manufacturing of health products.

Responsibilities

Thought Leadership and Technical Oversight

  • Lead design of CHAI Ghana’s strategy for the commodity access portfolio with the aim of enhancing access to essential commodities.
  • Provide technical advice to the Government and partner institutions on a national strategy for unlocking the healthcare value chain.
  • Represent CHAI at national Technical Working Groups, global expert group convenings and highlevel stakeholder meetings on regional manufacturing of pharmaceutical products
  • Participate as CHAI’s technical expert at high-level fora on regional and local manufacturing opportunities in Africa and Ghana, respectively.
  • Develop strategic knowledge products (briefs, decks, memos) to inform policy dialogue and regulatory reforms.
  • Offer thought partnership to the Government to strategically assess the pharmaceutical products market and develop practical pathways to enhance Ghana’s competitiveness and expand our regional share of the pharmaceuticals market.

Market Shaping

  • Provide market intelligence on the pharmaceuticals manufacturing landscape across prioritized value pools.
  • Conduct market analysis, value estimations, market sizing, and quality assessment of the health products market in Ghana as needed to facilitate data-driven advocacy for scale-up.
  • Lead development of survey questionnaires, Key Informant Interview (KII) guides, and assessment checklists to characterize the pharmaceutical product market, policy, and programmatic ecosystem.
  • Identify specific opportunities and transactions within the priority business cases, supporting opportunity generation and implementing enabling ecosystem interventions required for the success of the various opportunities.
  • Support the design and implementation of market shaping pilots to generate local evidence for scale-up Programmatic Support & Evidence Generation.
  • Identify, mitigate challenges and solve bottlenecks identified by the government, partners, and its care partners in the delivery of high-quality treatment and diagnostics to patients.
  • Support the development of national roadmaps and similar policy documents for the sustained supply of quality-assured health products.
  • Provide strategic advisory in conceptualization, development, and deployment of procurement platforms together with an implementation plan for procurement pooling, and develop a strategy for the adoption of market shaping interventions.
  • Support the development of forecast models, review and quality-assure modelling and optimization outputs before dissemination.

Financing and Fundraising

  • Lead development of national-level advocacy strategy and stakeholder engagement plan.
  • Identify and articulate resourcing needs for the Commodity Access portfolio and lead mobilization efforts for additional resources required for effective implementation.
  • Lead development of concept notes, proposals, and similar fundraising efforts to enhance CHAI’s capacity to support the Government’s efforts in enhancing local manufacturing
  • Coordinate with MoH and GHS to identify opportunities for integration of CHAI’s Commodity Access portfolio into national health reform interventions and various health investments.
  • Oversee the design of advocacy materials, including policy briefs and cost-benefit models.
  • Any other responsibilities assigned by the Country Director.

Qualifications

Education

  • Master’s degree in public health, life sciences, health economics, health policy, or related field

Experience

  • 7 – 10 years of work experience in health products development, commercialization, stakeholder management, health systems integration, or program management
  • Experience working with government agencies, international donors, and development partners in the health sector context
  • Experience managing donor-funded programs for maternal health is a strong advantage

Skills and Competencies

  • Knowledge of the pharmaceutical’s product landscape, including product introduction, ecosystem enablers, and regulatory requirements
  • Exceptional written and verbal communication skills with the ability to translate complex health policy issues into actionable recommendations
  • Ability to communicate effectively with people of varied professional, cultural, and educational backgrounds
  • Ability to multitask and to work independently and effectively in a high-pressure, fast-paced environment.
  • High levels of proficiency in Microsoft Word, Excel, and PowerPoint applications
  • Demonstrated expertise in health financing, systems strengthening, or impact analysis
  • Require a minimum of 30% travel within the country and internationally.
