Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

The Government of Rwanda (GoR) strives to achieve Universal Health Coverage (UHC) by enabling equitable access to quality health services for the population, as outlined in the Fifth Health Sector Strategic Plan (HSSP V). This commitment has been made against a backdrop of rising health care costs and uncertainty around the future availability of donor funding and calls for improved health sector sustainability. Acknowledging this, the Government aims to employ effective, equitable, efficient, and sustainable health care financing and systems strengthening, putting an emphasis on primary health care as the cornerstone of a strong and sustainable health system. 

 

CHAI Rwanda’s Health System Strengthening (HSS) programs work on a day-to-day basis with Government leadership in the Ministry of Health (MoH), the Rwanda Social Security Board (RSSB) and the Rwanda Medical Supply (RMS). The goal of those programs is to support the Government to accelerate progress towards UHC by ensuring the sustainable delivery of quality, essential health services.  This includes work to design and implement national Primary Health Care (PHC) reforms from health center level down to community health, to increase health workforce availability, to prioritize and sustainably finance essential services. It also aims to support improved management, financing, and delivery of quality primary health care and ensure equitable access to medicines and health commodities.

 

CHAI seeks for a Senior Associate, Digital Health to closely work with the Rwanda Medical Supply, Ltd (RMS) to design and oversee the implementation of digital solutions that enhance visibility, agility, and accountability. This position will position RMS as a regional leader in digital health supply chain transformation.

 

In this role, the candidate will work with key decision makers from RMS. CHAI is seeking a highly motivated individual with outstanding technical skills.

 

To provide technical leadership and coordination for digital health interventions focused on supply chain strengthening. This role will ensure alignment with national digital health strategies, interoperability frameworks, and global standards.

 

The selected candidate will be seconded to the Rwanda Medical Supply, reporting directly to the Chief Executive Officer. S/He also reports in parallel to the Program Manager, Digital Health with support from the CHAI teams at the country and global level, including in Health Financing; Health System Strengthening; Health Workforce; and others.

Responsibilities

 

Strategic Digital Transformation Leadership

  • Develop and implement a comprehensive digital supply chain strategy aligned to RMS’s Strategic Plan.
  • Identify system bottlenecks and recommend innovative digital solutions, including ERP optimization, RFID, advanced analytics, and last-mile visibility tools.
  • Provide strategic advice to RMS leadership, MOH, and partners on digital priorities, risks, and opportunities.

 

Digital Solutions Design & Implementation

  • Lead the planning and delivery of major system transitions, including SAP/ERP integration and interoperability with hospital systems and RMS platforms.
  • Advise on interoperability and data governance to ensure seamless data flow across systems.
  • Guide the deployment of digital tools across procurement, warehousing, distribution, and billing to optimize performance.
  • Establish and monitor KPIs to measure the success and sustainability of digital initiatives.
  • Identify and promote adoption of innovative technologies (AI, IoT, dashboards, data analytics) to improve supply chain visibility and performance.

 

 Capacity Building & Change Management

  • Build and mentor a dedicated digital team within RMS capable of adopting and implementing cutting-edge technologies.
  • Design and deliver training programs to strengthen staff digital literacy and ensure seamless adoption of new systems.
  • Foster an organizational culture that embraces digital transformation and continuous learning.

 

Research, Partnerships & Representation

  • Conduct research on global trends and best practices in digital health supply chain transformation.
  • Represent RMS in national, regional, and global forums to strengthen partnerships and mobilize technical support.
  • Coordinate with stakeholders—including MOH, MINECOFIN, RFDA, and development partners—to ensure interoperability and alignment with Rwanda’s eHealth architecture.

Qualifications

  • Bachelor degree in software engineering, data systems, data science, information technology, Information Systems, or related field and master’s degree in similar or related fields
  • At least 6 years leading digital transformation projects, preferably in health supply chains, within the context of international and local context.
  • Proven track record of ERP/ SAP system implementation and optimization.
  • Strong understanding of healthcare supply chain digital solutions (procurement, inventory, distribution, last mile visibility, dashboards).
  • Experience in Sub Saharan Africa is highly preferred.
  • Strong strategic, organizational, and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
  • Experience advising governments or national institutions on supply chain digital reforms is highly desirable. Strong ability to build consensus among diverse multi-stakeholder groups and the ability to work in a multicultural environment.
  • Excellent organizational and management skills, including time management and project management.
  • Ability to manage multiple tasks simultaneously and prioritize and manage projects under pressure.
  • Strong quantitative, presentation and writing skills, including proficiency in MS Excel, PowerPoint and Word.
  • Strong work ethic, humility, and integrity.
