CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Position Description

The Program Officer will support the integration of Gender Equality Disability and Social Inclusion (GEDSI) throughout a comprehensive program of work in Papua New Guinea to strengthen the prevention, screening, and early management of diabetes and hypertension within primary health care systems.

This position is part of a wider project to strengthen the provision of high quality and equitable prevention, screening and management services for diabetes and hypertension within primary health care systems in Pacific and Southeast Asian countries. The Assistant Program Officer will be supporting the building resilient and people-centred health systems for non-communicable disease prevention and control in Pacific and Southeast Asian countries (RESist-NCD) Program, which is funded by the Australian Government through the Partnerships for a Healthy Region Program.

RESist-NCD is a consortium of teams from The George Institute for Global Health, the University of New South Wales and Clinton Health Access Initiative (CHAI). In Papua New Guinea, RESist-NCD partners with CHAI to deliver this work.

This is a part-time role, requiring a commitment of 0.5 FTE (3 working days per week). The weekly schedule will be agreed upon with the supervisor.

EDSI Integration and Technical Support

• Support the application of GEDSI principles across all RESist NCD workstreams in Papua New Guinea.
• Assist to ensure GEDSI Analysis, Strategy, and Action Plan documents reflect local contexts and priorities.
• Help ensure community engagement and data collection follow cultural protocols and protect participant safety, dignity, and confidentiality.
• Support workstreams to improve how GEDSI related data are collected, analysed and reported.

Community and Stakeholder Engagement

• Engage with local communities and GEDSI organisations to gather information on enablers and barriers to equitable access to NCD services, programs, and policies.
• Assist in identifying potential members for RESist NCD governance structures, with attention to diverse representation.
• Conduct or help facilitate interviews, focus group discussions and other culturally relevant data collection methods.
• Support the development of community friendly resources to share findings with local participants and partners.

Training and Capacity Building

• Assist with the design and delivery of GEDSI training that fits the local context.

Research and Ethics Processes

• Contribute to the development or selection of culturally appropriate research tools for data collection and analysis.
• Support processes for obtaining required research ethical clearances.

Data Collection, Analysis, and Reporting

• Assist with data analysis and contribute to reports on GEDSI consultation findings and recommendations.
• Contribute to analysis and evaluation of data during program implementation.
• Support monitoring, evaluation, learning and reporting processes, including updates to the RESist NCD Activity Log.
• Provide information for activity progress reports in July and January.
• Assist with preparing reports on GEDSI findings, outcomes, and lessons learned.

Governance Support

• Provide secretariat support for RESist NCD governance meetings.

Others

• Perform any other duties as assigned by the supervisor

• Bachelor’s degree in international development, social work, community development, gender mainstreaming, political science, business administration, project management or any related field.
• At least 3 years of practical demonstrated experience in GEDSI program coordination, capacity development, and/or training roles.
• Knowledge of PNG gender equality, disability and social inclusion issues, challenges, norms and transformative programming practice.
• Sound interpersonal and communication skills.
• Excellent attention to detail and ability to perform tasks to high quality and in a timely manner.
