The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of infectious diseases including TB and drug-resistant TB, and hepatitis; save the lives of women and children through improved access to lifesaving reproductive health care and immunizations; and strengthen health systems, including through increased oxygen availability and laboratory services, digitalization, and support for decentralization and sustainable financing. CHAI also supports the Cambodia Ministry of Health in achieving its goals for addressing non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).
In Cambodia, non-communicable diseases (NCDs), including diabetes and hypertension, are becoming the highest causes of morbidity and mortality, especially among older populations. Vision loss can affect people of all ages; however, most people with vision impairment and blindness are over the age of 40 years. In Cambodia, uncorrected refractive error causes 61% of mild vision impairment in adults over 40 years, significantly reducing their productivity and quality of life, hindering the Royal Government of Cambodia’s goal of attaining Universal health Coverage.
The Royal Government of Cambodia (RGC) has made a significant commitment to dramatically increase access to NCD services in public health facilities nationwide through investments from a pooled donor and government funding mechanism. CHAI has been working alongside the RGC since 2022 to support preparations for rollout of this nationwide scale up of NCD services through provision of technical assistance to the national level, and more intensive support, including pilot initiatives, within a “learning province” and with a focus on integrating diabetes, hypertension, and eye health services.
CHAI is seeking a highly motivated individual with outstanding analytical, communication and teamwork skills to serve as “Primary Healthcare Integration Associate”. This role will provide technical assistance to government partners at national and subnational level to support the scale up of integrated Primary Health Care with a focus on NCD and eye service delivery, including distribution of reading glasses. Key government partners at the national level include the Preventive Medicine Department (PMD) and the National Program for Eye Health (NPEH), which are based within Cambodia’s Ministry of Health. The individual under the guidance and direction of the Senior Program Manager, NCDs and Integration and CHAI Cambodia leadership. The successful candidate will drive landscaping activities and development of program strategy and implementation and will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility and work ethic.
