Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

Reporting directly to the Country Manager, the Finance & HR Coordinator will provide professional accounting, budgeting, compliance, payroll, treasury, and HR support within the CHAI Papua New Guinea office while working closely with different stakeholders across all levels of the organization including CHAI’s Boston based finance team.

 

The Finance & HR Coordinator will supervise and finance and procurement officer building their capacity and ensuring smooth running of the finance and accounting function within the country office. Because of the fluid nature of our work, specific responsibilities may change over time and these responsibilities listed here should not be construed as being comprehensive but rather indicative of what is expected.

Responsibilities

Budgeting and Reporting

  • Lead the development of the annual office budget and all donor-specific program budgets, recommending budget adjustments and other cost improvement measures.
  • Review and monitor country financial performance against budget, identify variances, and provide timely analysis and recommendations for corrective actions.
  • Support program teams to develop proposal budgets.
  • Prepare and maintain relevant financial reports for internal and external stakeholders, and ensure all fund activities are following organization and grant requirements.

Financial Accounting, Reporting, and Controls

  • Implement all necessary internal accounting and control procedures.
  • Review all monthly balance sheets reconciliation conducted by the Finance and Procurement Officer for accuracy.
  • Supervise the Finance and Procurement Officer in making sure entries in Quickbooks have followed the application of GAAP and any prevalent CHAI standards in reporting financial data.
  • Supervise the Finance and Procurement Officer in making sure that a proper filling system for both hard and soft copy financial documents is implemented and maintained.
  • Perform quarterly reconciliation between the GL and the asset register to ensure information recorded on the GL matches what is reported in the register.
  • Review remittances of all applicable taxes in accordance with legal requirements in the country.
  • Ensure accurate and timely submission of financial reports to HQ, donors and government regulatory agencies.

Grants Management and Risk Monitoring

  • Lead grant close-out process as per grant agreements.
  • Lead the process of risk management by logging identified risks and mitigation across different grants and the office.
  • Maintain a risk log and submit quarterly reports to facilitate management discussions regarding current and emerging risks.

Treasury

  • Manage the country’s treasury function (cash, bank, receivables, and payables) and ensure adequate resources are available for both administrative and programmatic spending.
  • Manage local payments and process wire requests to Boston.
  • Manage monthly cash forecasting and cash requests from Boston treasury team.

Payroll Management

  • Conduct monthly payroll reconciliation to ascertain that payroll register reconciles with the financial entries as per General Ledger (GL) distributed.
  • Filling returns and making sure remittances to all relevant tax and social security agencies are made by the due dates without any errors.
  • Lead the consolidation and review process of salary allocation files to be submitted to HQ and flagging any deviation from the original budget.

Compliance and Audit

  • Conduct quarterly spot checks to ensure internal control are being adhered to.
  • Prepare and coordinate annual statutory audit, donor specific audits/assessments and CHAI internal audits.
  • Ensure follow-up with audit observations and maintain an up-to-date remediation log (corrective action plan log).

Human Resources Management

  • Maintain, monitor and manage accuracy of HR data.
  • Maintain and track all records on employee leave, benefits, and changes in personal details.
  • Coordinate HR administrative processes that include new hire, job changes, contracts management and termination process in-country and with the Global HR team ensuring coordination with payroll.
  • Coordinate the pre-hiring process including candidate sourcing, job posting and interview coordination.
  • Coordinate the post-hiring process, including delivering onboarding and orientation activities.
  • Support the Country Manager in ensuring that compensation practices are following current legislation and CHAI global compensation framework.

Others

  • Perform any other duties as assigned by the supervisor.

Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field
  • ACCA/CPA -PNG- Papua New Guinea qualification
  • Master of Business Administration (MBA) is an advantage
  • Minimum 5 years’ experience in financial management or operations within an international NGO or similar environment.
  • Strong analytical and financial modelling skills; advanced proficiency in Microsoft Excel and accounting software (e.g., QuickBooks).
  • Proven ability to implement internal controls and manage compliance in a complex donor-funded environment.
  • Excellent communication, leadership, and team collaboration skills.
