Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

The Program Officer, Malaria Program will be based in Madang Province and will lead CHAI's malaria control activities in Madang Province, working in partnership with the Provincial Health Authority and National Department of Health to implement the National Malaria Strategic Plan, strengthen health systems, reduce malaria morbidity, and prevent deaths.

 

We will only consider candidates who have a valid work authorization in Papua New Guinea.

Responsibilities

  • Lead development and implementation of annual malaria operational plans and budgets for Madang Province in line to the national malaria strategic priorities.
  • Coordinate malaria activities across all districts and partners.
  • Build strong relationships with PHA, district health teams, NGOs, and communities.
  • Represent CHAI in coordination meetings, technical working groups, and program reviews.
  • Provide technical guidance on case management, surveillance, and supply chain management.
  • Promote integration of malaria services with other health and identify synergies across CHAI programs at provincial level.
  • Support data collection, quality assurance, and use of evidence for program improvement.
  • Mentor health workers on malaria protocols and best practices.
  • Analyse malaria trends and program data to inform decision-making.
  • Compile and submit accurate monthly and quarterly reports to CHAI, PHA, and NDOH.
  • Support data entry into electronic National Health Information System (eNHIS).
  • Document best practices, lessons learned, and success stories.
  • Ensure continuous availability of malaria commodities across the province.
  • Support facilities with stock monitoring and timely replenishment.
  • Maintain accurate records of commodity distribution and utilization.
  • Work with PHA and NDOH supply teams to strengthen forecasting and procurement of malaria commodities.
  • Serve as CHAI's primary liaison with Madang Provincial Health Authority and represent CHAI at provincial-level forums and stakeholder engagements.
  • Any other duties as assigned by the Associate, Malaria.

Qualifications

  • Bachelors degree in Public Health, Medicine, or related health field.
  • 3 years experience in malaria control or public health programs in resource-limited settings.
  • Proven experience in program planning, budgeting, and coordination at provincial level.
  • Strong understanding of PNG's health system and experience working with government health programs.
  • Knowledge of malaria epidemiology, diagnosis, treatment, and control strategies.
  • Strong data management and analytical skills.
  • Excellent communication and presentation skills.
  • Ability to work independently with minimal supervision.
  • Flexible, adaptable, and able to work in challenging field conditions.
  • Willingness to travel regularly to remote areas.
  • Legal authorization to work in Papua New Guinea.
