Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to its mission of saving lives and reducing the burden of disease in low- and middle-income countries. We work at the invitation of governments to support the public and private sectors in creating and sustaining high-quality health systems. 

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic to dramatically reduce the price of life-saving drugs and increase access to these medicines in countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, programs are designed to scale nationally, and learnings are shared globally.

WJCF is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013, and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). Our mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has partnered with the Ministry of Health & Family Welfare and state health departments since 2007, providing technical and operational support across key health priorities, including infectious diseases (COVID-19, hepatitis, HIV, TB, vector-borne diseases), non-communicable diseases (cervical cancer, diabetes, sickle cell disease), maternal and child health (anaemia, immunisation, diarrhoea, pneumonia), sexual and reproductive health, health insurance and digital health (AB PM-JAY, ABDM), oxygen and hypoxemia management, safe drinking water, and climate and health.

Program Overview:

With the objective of reducing maternal, child, and overall mortality from hypoxemia-related cases, WJCF, under the guidance of health departments in the states of Chhattisgarh, Madhya Pradesh and Punjab, is supporting initiatives to strengthen prevention and diagnosis practices and improve the supply and use of high-quality oxygen services. To that end, the Essential Medicines and Oxygen Access (EM&O2) program focuses on the following key elements:

 

  • Effective planning and strategies to manage oxygen systems
  • Affordable, efficient, and high-quality oxygen procurement and distribution systems
  • Improved clinical administration and technical management of oxygen
  • Improved information systems and monitoring for oxygen acces

WJCF supports the state health and facility level leadership to strengthen governance structures, ensure optimal maintenance and upkeep of oxygen assets, and build capacity for the management of assets and provision of clinical care. Through this support, WJCF expects to ensure prevention, early diagnosis, and timely access to high-quality medical oxygen to manage hypoxemia cases, while ensuring adequate preparedness to manage a surge of COVID-19 cases or on account of other acute or seasonal respiratory ailments. 

 

Position Summary:

The Technical Consultant, EM&O2 will be responsible for ensuring timely delivery of technical outputs corresponding to the program. We seek a highly motivated and entrepreneurial individual with outstanding technical, analytical, and program implementation skills. The successful candidate will have excellent communication skills, be able to function independently in a dynamic environment, be self-motivated, thrive in challenging situations, and have a strong commitment to excellence. This will be a short-term engagement, and the payouts will be linked to the timeliness and quality of the deliverables. 

Responsibilities

1. Provide Technical Support for Procurement

  • Draft technical specifications for equipment to be procured (e.g., Oxygen Analyzers, IoT devices, Equipment for use in oxygen skill stations, etc.)
  • Conduct market assessments to estimate costs of all items.
  • Draft RFPs, shortlist vendors, and assist with outreach.
  • Evaluate technical proposals for compliance and suitability.

2. Review and Develop Training Materials and IECs

  • Review and enhance existing technical training materials.
  • Draft new content on oxygen equipment operations and troubleshooting.
  • Provide technical inputs for new IEC materials.

3. Support Budget Estimation for State Health Programs

  • Identify reliable data sources for estimating operations, maintenance, and replacement costs of oxygen equipment.
  • Provide technical inputs to the team developing budget models for cost estimation and resource allocation.
  • Provide recommendations for cost-effective solutions and resource optimization based on budget estimates.

4. Assist with Technical Review of State Procurements

  • Source comparative equipment models and vendor lists for state health departments.
  • Assist in drafting AMC/CMC documents and reviewing tenders for maintenance and procurement.
  • Advise on contract terms and conditions from a technical point of view to ensure clarity and fairness in vendor agreements.

5. Develop Operational SOPs for Booster Compressors

  • Develop detailed SOPs for booster compressor operations, including safety, maintenance, and troubleshooting.
  • Identify information sources and ensure user-friendly content for staff training.
  • Provide recommendations for continuous improvement and efficiency in booster compressor operations.

6. Provide Other Technical Support to the Program Team

  • Resolve technical queries from the program team and assist in operational monitoring.
  • Provide technical inputs to the team drafting the medical oxygen roadmaps.
  • Support capacity building of healthcare staff on oxygen equipment.
  • Provide technical inputs to validate program data and define key performance indicators.
  • Participate in field visits to program states to provide technical support when needed.

Qualifications

  • Bachelor’s degree or higher in Biomedical Engineering / Mechanical / Instrumentation Engineering, or a related field.
  • Familiarity with hospital infrastructure and respiratory care equipment.
  • Excellent oral and written communication skills in English and Hindi, including ability to create persuasive presentations and written reports.
  • High level of proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word.
  • Strong interpersonal skills, with the ability to work collaboratively in a diverse and fast-paced environment.
  • Ability to navigate complex processes and influence decision-making in a professional and collaborative manner.
  • High emotional intelligence, patience, and thoughtfulness even in high-pressure, stressful situations.
  • Ability to work independently, prioritize, and handle multiple tasks simultaneously.
  • Willingness to travel extensively within and outside the program states and districts.
  • Experience of working with government stakeholders and familiarity with the Indian public health system/social impact sector in areas of supply chain management will be a plus.
  • Experience working in government healthcare projects.
  • Experience of working with IoT-based infrastructure is highly preferred.
  • Previous procurement and vendor management experience will be a huge plus.
