Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

 

CHAI’s Sustainable Health Financing program supports governments in implementing reforms towards the goal of universal health coverage (UHC), where citizens can access healthcare without financial strain. CHAI collaborates closely with Ministries of Health (MoH) and national financial protection programs to enhance their capacity for evidence-based decision-making. This includes assisting in the design, implementation, and management of financing reforms to mobilize sustainable resources and optimize their utilization to improve health outcomes and address health disparities.

 

An integral aspect of CHAI's UHC efforts is enabling governments to leverage technology in achieving their UHC objectives. CHAI partners with MoHs, Digital Health Units, Departments of Information Systems, and disease programs to effectively apply technology in catalyzing government public health goals. This includes the co-creation of eHealth strategies, design and development of fit-for-purpose and scalable digital products, institutionalizing technologies, and creating an enabling digital ecosystem within and outside the MoH. CHAI’s goal is to ensure MoH programs are robust and capable, equipped with the knowledge, systems, and organizational capacity to efficiently achieve their goals.

 

Position Overview

 

CHAI is seeking a driven and highly motivated individual to drive digital transformation for sustainable health financing. This role will involve working in Ethiopia, including hands on support. In this role, you will work closely with internal teams and external partners to provide technical leadership, provide insights to governments to inform decision-making, and help governments to ensure appropriate capacity, systems, and governance structures crucial for the long-term success of digital solutions for health financing are in place.

 

A successful candidate will need to possess very strong communication, organizational, and project management skills. They must exhibit a passion for results, a commitment to excellence, and the capacity to facilitate multi-stakeholder and strategic discussions. The Associate will report to the Health Financing Program Manager and work closely with the program lead along with global team members.

Responsibilities

  • Advanced data analysis and visualization which will include but not be limited to navigating different financial and health information management systems, data extraction, data cleaning, standardization, development of a data pipeline, generation of meaningful insights and visualization on tools such as PowerBI and Shiny.
  • Delivery of high quality outputs: You will be responsible for the delivery of regular outputs which involve complex datasets across multiple sources. You should have experience in delivery of outputs, with an ability to manage it end to end and be result focused.
  • Providing technical assistance: You will work with CHAI’s Health Financing team in providing support to steering committees and technical working groups (TWGs) in monitoring implementation and ensuring activities are technically strong and aligned with the roadmap.
  • Partner engagement and management: Manage work plans, work with tech partners to coordinate and manage relationships. Strong, functional coordination mechanisms are essential for the success of the roadmap and the elimination of duplicative activities. Be able to make connections, identify overlapping activities and ensure holistic end-to-end management.
  • Strategic input and thought leadership: You will provide strategic input and operationalize thoughtful digital health strategies, budgets, and policies, working in collaboration with key stakeholders within the health financing domain. Your contributions will include formulating technology-enabled policies, championing process improvements through technology, and securing stakeholders’ support for establishing strong foundations for digital health for health financing.
  • Capacity building and knowledge transfer: Collaborate closely with teams from the Ministry of Health (MoH) and the Ministry of Finance (MoF) to ensure effective skill transfer and long-term sustainability of the initiative.
  • Adhere to the Government of Ethiopia’s institutional standards and procedures.

Qualifications

  • Bachelor’s degree in information systems, business, health sciences, data analytics/science, public policy, or related field; Master’s degree preferred
  • At least six years’ working experience with increasing levels of responsibility and leadership in management consulting, business analysis, project management, or in a similar role requiring strong analytical, planning, and communication skills with a technology focus
  • Experience in handling and managing large datasets, and creating well documented dashboards (PowerBI, Shiny, SuperSet et cetera)
  • Exceptional project management skills, with an ability to manage and execute complex work plans
  • Flexibility, sensitivity, and ability to adapt to varying working styles of different teams within CHAI
  • Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical stakeholders
  • Familiarity with standards for interoperability, data privacy and security, and cybersecurity; comfort with digital transformation frameworks and approaches
  • Familiarity with existing Ethiopian Public Financial Management (PFM) systems
  • Exceptional written and oral communication skills; ability and experience communicating effectively with people of varied professional and cultural backgrounds.
  • Demonstrated excellent analytical, strategic, and problem-solving skills
  • Ability to work well both independently and as part of a multidisciplinary team
  • Strong work ethic, integrity, credibility, and dedication to CHAI’s mission
  • High levels of proficiency in Microsoft PowerPoint, Excel, and Word
  • Experience working remotely with a decentralized/remote team
  • Demonstrated experience in navigating political and strategic discussions objectively and strong ability to effectively liaise with senior decision-makers
  • Exceptional ability to communicate clearly and effectively with a range of stakeholders
