Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to the mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:

India continues to bear the world’s highest burden of tuberculosis (TB) in terms of absolute numbers of incident TB cases. National TB prevalence survey (2019-21) revealed a significant 31.3% (estimated) crude prevalence of TB infection (TBI) among India’s population aged 15 years and above.  Moreover, India has set an ambitious target of eliminating TB by 2025. The National Strategic Plan 2017–2025 outlines a critical target of initiating 95% of eligible TBI cases on TB Preventive Treatment (TPT) by 2025.

 

The TB Household Contact Management (TB HCM) project is a pioneering initiative addressing critical gaps in coverage and completion of TPT amongst household contacts of notified drug sensitive pulmonary TB patients, with a special emphasis on children under five (U5). Planned to be implemented in Bihar and Uttar Pradesh, this four-year TB HCM project aims to impact over 2.5 million individuals through a community-based service delivery model that leverages community health workers from the National Tuberculosis Elimination Programme (NTEP) and general health systems. Marking the first major rollout of TPT while focussing on Universal Health Coverage strategies, the project focuses on decentralising and strengthening TB care within general health systems. Additionally, it incorporates an impact evaluation component, amplifying its role in advancing TB prevention and care in alignment with national health priorities and international best practices.

Position summary:

The District Lead will be key member of the Project Implementation unit at the district level and will report to the State Manager. The District Lead will head district-level coordination, stakeholder engagement and capacity building to ensure smooth implementation of the TB Household Contact Management project, while facilitating linkages, supply chains, and community awareness efforts. They will also lead monitoring, reviews, and field supervision, collaborating with NTEP, NHM, and PPSA teams to optimize workflows, report progress and align strategies with health priorities.

 

WJCF is seeking a highly motivated, results-oriented individual with demonstrated leadership skills and outstanding analytical skills. The ideal candidate must be post graduate with excellent private and government stakeholder engagement, liaising and communication skills and experience in implementing public health projects. Responsibilities

1. Coordination and Stakeholder Engagement

  • Lead district-level coordination, communication and linkages between NTEP and general health system teams at district and sub-district levels for smooth implementation of project activities
  • Build and maintain strategic partnerships with key stakeholders (NTEP, NHM, PPSAs) at district and sub-district levels to drive project success
  • Lead stakeholder engagement at the district and sub-district levels in the treatment districts for planning, conduct monitoring and review of activities pertaining to the deployment of community-based household contact management (CbHCM) model
  • Coordinate regularly with state and district stakeholders (NTEP, NHM) to share updates, gather feedback and drive continuous improvement. Assess and build strategies for health interventions and plans to align project activities in the district

 

2. Training, Capacity Building, and Community Outreach

 

  • Plan and facilitate conduct of training and capacity building activities for community and peripheral health workers, in coordination with NTEP and NHM teams
  • Coordinate and support NTEP and PPSA teams in provider engagement and conduct of CMEs
  • Support planning of community awareness and IEC activities led by Ayushman Bharat Health & Wellness Centers (AB-HWCs) & NTEP for demand generation for TB prevention

3. Operational and Supply Chain Support

 

  • Facilitate streamlining of linkages and supply chain for TB diagnosis and treatment to rural and urban, sub-district level facilities (including AB-HWCs) (optimizing processes for referrals, sample collection & transportation, forecasting for drugs and consumables, indent, documentation and reporting)
  • Engage with NTEP, AB-HWCs & PPSA teams to bridge the gaps in Nikshay reporting for contact management and TPT services.
  • Identify potential risks (e.g., supply chain disruptions, stakeholder resistance) and develop contingency plans to ensure uninterrupted project execution.

 

4. Monitoring and Reporting

 

  • Facilitate conduct of regular district and block level reviews of key indicators pertaining to CbHCM model implementation
  • Work closely with the state team for periodic reviews, gap assessments, course correction and workflow optimization
  • Conduct regular field visits for supervision, monitoring and course correction for all project activities
  • Contribute to cross-district knowledge sharing and best practices implementation
  • Submit reports and participate in national/state level reviews periodically as per project requirements
  • Other responsibilities as needed
  • Analyze district-level TB data (e.g., TPT uptake, contact tracing outcomes, U5 coverage) to identify trends, gaps, and opportunities for targeted interventions.

Qualifications

  • Graduate or Post Graduate degree in Social work, Public health or Business administration, or a related field
  • Minimum seven years of experience, including at least five years in public health.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) with strong hands-on skills.
  • In depth understanding of development principles, development sector landscape and technical sector updates
  • Proven ability to build and maintain successful collaborative relationships with internal and external stakeholders, including private and government sectors.
  • Cross –cultural experience for health will be an added advantage
  • Experience of working with National TB/ HIV program will be an advantage
