CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Summary

Unintended pregnancies and unsafe abortions drive high rates of preventable mortality and morbidity in low and middle income countries (LMICs). CHAI’s Sexual and Reproductive Health (SRH) program aims to ensure that all individuals are empowered to access information, products and services that will meet their sexual and reproductive health needs. We aim to significantly reduce unmet need for modern contraception and the incidence of unsafe abortions in program countries within the next 5 years.  To accomplish our goals, we’re pursuing 3 strategic objectives:

• Scale up access to new and underutilized products to increase choice for women and better meet their needs and preferences.
• Increase SRH commodity security through global and country supply chain strengthening and improved financing for SRH products.
• Design and strengthen client-centred service delivery models that will reach key populations with SRH services.

We pursue global and country-focused market shaping opportunities for SRH products to create an enabling environment for the introduction and scale up of quality-assured products and services in LMICs. At the global level, we are working to ensure that a diversified supplier base can meet demand for key products and ensure commodities are affordable and of high quality. We also coordinate donors and partners around global product strategies. At the country level, CHAI works with governments to develop national SRH scale-up plans with clear targets; use data to coordinate partner resources against the plan and achieve targets; strengthen national forecasting and quantification; address supply chain bottlenecks; improve health worker training; and strengthen performance management for the health system.

The Global SRH (GSRH) Team works across the CHAI matrix to support the application of global learning and best practices and provide thought-partnership and technical assistance to programs implemented by in-country teams who own our valued relationships with partner governments and who possess critical knowledge of local context and operating conditions.  Underlying our approach is our commitment to achieving sustainable, transformational change at scale by working in a way that strengthens health systems and government capabilities to improve SRH outcomes.

CHAI is currently supporting the introduction of several reproductive health products globally, including medication abortion (MA), subcutaneous injectable contraceptives (DMPA-SC) and hormonal IUD. As part of this effort, CHAI manages a mechanism that pools funds from several donors to fund product introduction activities at the country level. The Catalytic Opportunity Fund (COF) funds high-impact product introduction activities that cannot be funded by in-country resources, as identified through the country’s planning and resource mapping processes. This model allows for rapid deployment of funding for strategic gaps in a country’s product introduction plan.

Position Summary

CHAI’s Global SRH Team is seeking a highly motivated individual with excellent problem-solving and communication skills who is resourceful, collaborative, and proficient in quantitative analysis to support the financial and operational efforts of CHAI’s SRH program. The candidate must have a passion for results and a commitment to excellence.

The candidate should have experience working in a fast-paced, multicultural environment and functioning independently with minimal guidance. The role will provide support to the entire SRH portfolio of teams in Asia and Africa. Therefore, the candidate must have excellent relationship-building and communication skills and ability to work effectively with others remotely.

Key measures of success in this role include: dependable advisor to senior management on financial aspects of grant management, detailed understanding of variances to budget and impact on programmatic decision-making; a demonstrated command of the underlying operational and financial content of the projects supported; an ability to proactively identify and resolve financial issues; and strong people management skills and willingness to invest in other’s professional development.

The Finance Manager will report to the Global SRH Finance & Operations Director. Base location is flexible, including CHAI program countries in Africa or the United States. Expected travel is 10%.

Grant Financial Management

• Leads in creation of comprehensive budgets for new grant proposals (or re-budgeting of existing grants) that meet both CHAI and donor requirements
• Leads in coordinating with CHAI Finance to set up, maintain, and close out grants in CHAI's finance system
• Manages completion of financial reports, working directly with the relevant program leads for CHAI’s various country teams, global partners, and finance administration departments
• Manages financial compliance for SRH grants, including policies pertaining to close-out of grants coming to an end
• Attends external stakeholder calls as needed to speak to financial progress
• Provides forecasting and budgetary support to the Catalytic Opportunity Fund (COF) workstream, ensuring that COF financial tools align with CHAI’s financial records

Monthly Financial Review and Annual Budgeting

• Reviews monthly expenses and variances across the portfolio and highlights key risks to the management team
• Analyzes and reports on monthly SRH finances and budget to CHAI finance teams
• Works with the Global SRH Finance & Operations Director to allocate funding across grants and years
• Leads annual budgeting and semi-annual re-forecasting for the SRH team to ensure consistency and accurate reflection of programmatic goals given the financial resources available
• Analyzes previous spending trends to inform the current year's budget figures, also accounting for newly anticipated needs from the team in the upcoming year

Financial Planning and Evaluation

• Leads in the creation and maintenance of financial models to track expenditures and generate forecasts to help drive programmatic decisions
• Leads in creation and maintenance of tools and systems to ensure accessibility of financial data to relevant teams and team members
• Identifies, investigates, and implements potential areas for financial and operational improvement

People Management

• Acts as the reporting manager for the Global SRH Finance Analyst
• Cultivates a supportive environment for direct reports to develop professionally
• Provides regular coaching and feedback to team members; receive and adapt to feedback from team members
• Exemplifies CHAI values and SRH team norms
• Contributes to key internal team operations and culture-building initiatives such as Diversity, Equity, and Inclusion.

• Advanced degree; Master of Business Administration (MBA) or Master of Public Administration (MPA) preferred; A bachelor’s degree and relevant work experience may be considered in lieu of an Advanced degree
• 4–6 years of prior experience in a related field (experience with an international non-profit/NGO is preferred)
• Strong familiarity with financial systems, budgeting, accounting best-practices, expense recording and reporting
• Strong quantitative skills and solid experience in financial modelling using advanced Excel features
• Dynamic individual with strong leadership, interpersonal, analytical and problem-solving abilities
• Excellent written and verbal communication skills to deliver high quality, actionable feedback on a variety of complex issues to management, donors, and partners
• Ability to multitask and work in a fast-paced environment; self-motivated and capable of working independently as well as within a team
• Proactive solutions oriented capability
• Ability to travel domestically 2–3 times per year and internationally 1–2 times per year
