Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview

The COVID-19 pandemic exposed critical oxygen shortages across Latin America, Asia, Africa, and the Middle East, prompting urgent global action. In response, the World Health Organization launched the Access to COVID-19 Tools Accelerator (ACT-A), which established the ACT-A Oxygen Emergency Taskforce in early 2021. Co-convened by Unitaid and The Global Fund, the Taskforce worked to rapidly expand access to medical oxygen in low- and middle-income countries (LMICs), raising over US$1 billion in grant funding. It supported countries in identifying needs, developing national oxygen scale-up plans, improving market dynamics, and strengthening supply chains.

 

As the acute phase of the pandemic subsided, the ACT-A Taskforce transitioned into the Global Oxygen Alliance (GO2AL) in May 2023—a broader, multi-stakeholder partnership focused on long-term oxygen access. GO2AL aims to close the global oxygen access and funding gap by coordinating members to co-create and co-implement solutions. Its priorities include investment consolidation and sustainability, procurement and market shaping, national planning and implementation, and demand generation, with a particular focus on LMICs. GO2AL builds on ACT-A’s foundation by promoting inclusive, bottom-up approaches that engage governments, civil society, and communities.

 

Central to GO2AL’s efforts is the policy foundation laid by the World Health Assembly (WHA) resolution 76.3, adopted in 2023. This resolution calls on Member Countries to develop costed national plans for increasing access to quality-assured, affordable oxygen systems, aligned with universal health coverage and health-related Sustainable Development Goals. WHA76.3 serves as a vital policy lever, ensuring government ownership and commitment to sustainable oxygen access. GO2AL advances this agenda through the Global Oxygen Strategic Framework and Investment Case 2025-2030, highlighting why oxygen is a high-impact, cost-effective investment—particularly for saving children’s lives.

 

GO2AL is co-chaired by Unitaid and The Global Fund, vice-chaired by the Pan American Health Organization and the Africa CDC, and coordinated by Unitaid, WHO, and UNICEF. A Secretariat supports daily operations and strategic execution. Key partners—including the Gates Foundation, PATH, and USAID—contribute to expanding membership and deepening LMIC engagement. Together, GO2AL and its partners are driving forward a coordinated global response to ensure that oxygen access remains a core element of resilient health systems and future pandemic preparedness.

 

Position Overview

GO2AL has 5 working groups that drive each of its strategic objectives. As part of Working Group 3 – Support Robust Country Planning and Implementation - GO2AL will assist countries in creating and implementing detailed national oxygen scale up plans (roadmaps), offering technical support, training, and strengthening regional networks. It will also help secure diverse financing options for sustainable oxygen systems and encourage knowledge sharing among countries to speed up affordable and equitable oxygen access in low- and middle-income countries (LMICs). 

 

The Technical/Engineering Advisor in this role will provide direct input into country oxygen scale up plans (roadmaps) and strategies, bringing global best practices around oxygen engineering for country consideration and adaptation, as part of a larger effort to support the creation of costed and sustainable oxygen scale up plans (roadmaps). This is anticipated to be a 9 – 12 month position. The Technical Advisor must be able to function independently and flexibly. 

Responsibilities

  • Provide technical expertise to assist countries in developing and implementing national oxygen scale up plans (roadmaps), and other national documents that involve oxygen. 
  • Provide technical expertise to support the development of capacity building curriculum and standards to enhance the technical capabilities of country health workers and biomedical engineers around oxygen. 
  • Strategic planning, including activity prioritization in-line with budget identification and technical requirements.
  • Offer tailored technical support and advice to countries to address local oxygen system challenges. 
  • Work closely with partners and stakeholders to promote the integration of oxygen systems into broader healthcare planning and systems strengthening efforts. 
  • Assist in strengthening regional networks to foster collaboration and knowledge sharing on oxygen access. 
  • Support countries in planning diversified financing options to ensure sustainable oxygen systems. 
  • Support the development and establishment of monitoring and evaluation frameworks to track the effectiveness of technical implementations, ensuring alignment with national standards. 
  • Other responsibilities as needed. 

Qualifications

GO2AL is seeking an exceptional and highly motivated individual with a genuine desire to drive positive impact through this technical support role. An ideal candidate will be described as: 

  • High preference for a Bachelor’s/master’s degree in clinical/biomedical engineering or another engineering or closely related field with experience in global health.
  • Candidates should have at least 7–10 years of relevant experience in developing countries, encompassing both engineering aspects (such as system design, implementation, and operations) and business aspects (product strategy, costing and financing). 
  • Proficiency with quality management systems for medical devices is essential, including familiarity with regulatory frameworks and compliance standards of IMDRF countries, covering the entire lifecycle from development to production.
  • The role requires a quick grasp of new contexts and considerations to be taken for planning for medical oxygen scale-up. 
  • Experience working dynamically with a diverse array of stakeholders, including external agencies, government entities, health ministries, and private sector is crucial. 
  • Exceptional ability to articulate ideas clearly and concisely, accommodate diverse perspectives, and present them effectively to various audiences. 
  • Strong capability in managing multiple projects simultaneously, adapting swiftly to solve intricate problems, and maintaining focus under multiple priorities. 
  • Demonstrated ability to engage with senior leaders and external parties effectively, fostering consensus, communicating progress and challenges proactively, with a strong emphasis on diplomatic communication and professional integrity. 
  • An entrepreneurial approach is key, including the capacity to work autonomously, self-motivate, and initiate innovative projects. 
  • A robust inclination to thrive in a dynamic, fast-paced, and multicultural setting is important. 
  • Competence to perform well under pressure, handle competing demands, and rapidly assimilate and apply vast amounts of information. 
  • Knowledge of global health systems, and experience with project execution in the context of developing countries, will be essential. 
  • Humility in collaborations with all stakeholders, particularly the Ministry of Health.
