The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Summary

CHAI is seeking a highly motivated Technical Advisor, Mental Health Cost-Effectiveness, to lead research and analysis on the cost-effectiveness of mental health interventions in LMICs. The role will involve generating local cost estimates, conducting cost-effectiveness modeling, and developing public goods that can guide global and country-level investments in mental health.

 

This individual will work closely with CHAI’s mental health team and partner governments to produce high-quality, actionable evidence that informs policies, financing, and programmatic decisions. While this role will collaborate with colleagues engaged in market-shaping efforts for psychotropic medications, the primary focus will be on cost-effectiveness research and analysis.

The base location is flexible within a CHAI program country, subject to approval.

Responsibilities

Cost-Effectiveness Research & Analysis:

  • Lead the development of robust cost-effectiveness models to evaluate mental health interventions in LMICs, with a focus on severe mental health conditions (e.g., schizophrenia, severe depression, bipolar disorder).
  • Conduct local costing studies in collaboration with partner Ministries of Health to assess the financial and economic impact of mental health services.
  • Synthesize data on intervention effectiveness and economic value, ensuring findings are rigorous and policy-relevant.

Public Goods Development:

  • Design and produce methodologies, frameworks, and tools to advance cost-effectiveness research in global mental health.
  • Publish findings in accessible formats to support governments, donors, and implementing organizations in making evidence-based decisions.
  • Provide technical guidance to country teams and external partners on using cost-effectiveness data to inform mental health programming.

Policy & Financing Implications:

  • Work with CHAI’s mental health team to translate cost-effectiveness research into policy recommendations for Ministries of Health and global donors.
  • Support efforts to assess domestic financing landscapes for mental health and identify opportunities for improved resource allocation based on cost-effectiveness findings.
  • Engage in technical discussions with global health stakeholders to ensure mental health investments are driven by strong economic rationale.

Capacity Building & Technical Support:

  • Evaluate opportunities to strengthen government capacity in cost-effectiveness analysis and develop recommendations for sustainable skill-building initiatives.
  • Provide training and technical assistance to CHAI country teams and health officials on cost-effectiveness methodologies and their application in policy and planning.
  • Foster collaboration with academic institutions and research organizations to enhance knowledge-sharing and methodological advancements.

Qualifications

  • Advanced degree (Master’s or PhD) in health economics, epidemiology, public health, or a related quantitative field.
  • Strong expertise in cost-effectiveness analysis, economic evaluation, and health financing, ideally in a global health context.
  • Experience conducting quantitative research, including data analysis, modeling, and economic evaluation of health interventions.
  • Familiarity with economic modeling tools and methodologies such as cost-per-DALY (Disability-Adjusted Life Year) analysis.
  • Demonstrated ability to synthesize complex data into clear, actionable insights.
  • Strong written and verbal communication skills, with the ability to engage technical and non-technical audiences.
  • Ability to work independently and collaboratively in fast-paced, multicultural environments.
