The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview:

CHAI’s Global Malaria and Neglected Tropical Disease (NTD) program provides direct technical and operational support to countries around the globe to strengthen their programs and reduce the burden of preventable, treatable diseases. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of illnesses and deaths worldwide in the short-term and accelerating progress towards elimination of malaria and NTDs in the long term.

 

CHAI collaborates with the Ministry of Health (MoH) in Benin, focusing on enhancing the National Malaria Control Program (NMCP) and the National Program for Neglected Tropical Diseases (NTDs). The primary objective is to establish enduring access to timely and top-tier information throughout various tiers of the health system. Additionally, CHAI aims to empower programs to regularly utilize data and analytics for effective decision-making in both programmatic and strategic planning and operations.

 

Position Overview:

CHAI is seeking a highly mission-driven individual to work as Case Management Associate, Malaria & NTDs. In this role, he/she will develop and maintain a strong understanding of the malaria diagnosis and treatment landscape in Benin and the region, in order to identify the highest priority opportunities for improving the quality and coverage of malaria diagnosis and treatment services offered. Also, the associate will provide targeted technical assistance to the National Malaria Control Program (NMCP) to improve malaria control interventions, in particular to improve diagnosis and treatment at all levels, including the community level. Overall, the associate will help refine the strategic approach to key interventions, ensuring that it is aligned with the latest data and national priorities in the fight against malaria and NTDs.

 

The successful candidate will need to possess strong communication and organizational skills, and be able to work independently to drive implementation. The candidate will report to the Senior Program Manager and work closely with CHAI global teams, government national programs and key stakeholders to design and manage implementation of context-appropriate strategies and approaches. They must exhibit a passion for results, a commitment to excellence, a willingness to provide support to different tasks, and the capacity to facilitate high-level strategic discussions with a multicultural, multidisciplinary set of actors. The successful candidate will support programmatic aspects of CHAI’s Benin work and act as a trusted partner to government health officials and partners. Responsibilities

  • Development, implementation and monitoring of national guidelines for malaria diagnosis and treatment
    • Collaborate with government stakeholders to develop and monitor country-specific malaria strategies, roadmaps and costed work plans.
    • Facilitate the updating and dissemination of diagnostic and treatment guidelines, develop user-friendly job aids and create dissemination plans in partnership with the NMCP.
    • Contribute to improving data quality, collection, analysis and use to support strategic and operational decision-making in relation to diagnosis and case management.
  • Supply management and stock monitoring
    • Support the program in the accurate annual quantification of malaria commodities.
    • Work closely with stakeholders to identify and address supply chain challenges for malaria commodities, and develop an effective system for collecting and analyzing data to improve forecasting and replenishment.
  • Data integration and community health system strengthening
    • Contribute to the integration of community data provided by community health workers (CHWs) into the national Logistics Management Information System (LMIS), to ensure real-time data flow and accurate product quantification.
    • Support the implementation of an electronic Community Health Information System (eCHIS), interoperable with DHIS2.
    • Analyze LMIS data to ensure that the needs of the community are taken into account in the supply planning of health facilities, in order to reduce stock-outs and improve resource allocation.
    • Gather evidence on co-creation activities to advocate for the inclusion of community solutions in national malaria control policies and strategies.
  • Resource mobilization and strategic planning
    • Collaborate with CHAI colleagues and government partners to identify resource gaps, evaluate intervention strategies and develop new funding proposals.
  • Monitoring, evaluation and learning
    • Design and implement robust monitoring and evaluation frameworks to assess progress towards malaria control targets, including analysis of key performance indicators, particularly those related to diagnosis and treatment.
    • Participate in quarterly e-LMIS data quality analysis and validation sessions to discuss the results of logistical supervision, in order to identify bottlenecks in greater detail and define plans for improvement.
    • Ensure that the results and recommendations of the evaluation of the pilot phase of the community health strategy concerning the diagnosis and treatment of malaria at community level are integrated into the policy and implemented.
  • Program management and stakeholder engagement
    • Provide day-to-day program management support to ensure effective delivery of malaria and NTD initiatives, identifying operational bottlenecks and collaborating with CHAI teams to address challenges.
    • Coordinate meetings and facilitate knowledge sharing between government programs and partner organizations, encouraging collaboration and alignment across the region.
    • Work with MoH programs and stakeholders to develop work plans, templates, guidelines and other key documents to support program implementation.
  • Innovation and risk management
    • Identify new opportunities to expand the scope of existing projects, anticipate risks, and proactively develop solutions to improve program impact.
    • Support the development of programmatic reports, concept notes and other communication materials for governments and donors.
  • Other responsibilities
    • Draft presentations and reports for country and global teams on topics related to malaria case management.
    • Perform other tasks as required by the program and as directed by the line manager.

Qualifications

  • Pharmacist, paramedical/medical professional or Bachelor's degree in relevant fields such as logistics, public health, planning.
  • At least three years' relevant work experience in a demanding, results-oriented environment; preferably in public health and/or business consulting.
  • Experience in managing relationships with and building the capacity of national health program staff.
  • Exceptional problem-solving and analytical skills.
  • Excellent written and oral communication skills, strong persuasive presentation and written reporting skills.
  • Excellent command of Microsoft Excel, Word and PowerPoint.
  • Experience in data management and analysis.
  • Ability to be efficient, calm and flexible in high-pressure situations, manage multiple tasks simultaneously and prioritize effectively.
  • Fluency in French and English (written and spoken).
  • Experience of living or working in resource-constrained countries.
