Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Program Overview:

The William J. Clinton Foundation (WJCF) is collaborating with the Integrated Disease Surveillance Programme (IDSP) to pilot the Early Warning and Response System (EWARS) tool across 20 districts in Madhya Pradesh. This tool enhances outbreak detection by monitoring disease trends and generating alerts based on pre-determined thresholds. The system also has the potential to incorporate climate-related data to improve the accuracy and timeliness of public health responses. In addition, WJCF is supporting the National Center for Vector Borne Disease Control (NCVBDC) through a technical support unit aimed at eliminating diseases like LF, VL and Malaria in India. Recognizing the overlap in diseases reported by IDSP and NCVBDC, there is a need for a coordinated effort to integrate these programs and include climate considerations in public health planning.

 

Position Summary

The Program Officer will be based in Bhopal and will play a critical role in supporting the implementation of EWARS and other surveillance activities in the districts. This role involves close liaison between IDSP, NVCBDC, and other relevant departments, ensuring effective coordination and communication. The Program Officer will also supervise and support program activities across 4-5 districts, providing technical assistance, facilitating outbreak investigations, and ensuring data-driven decision-making.

Responsibilities

  • Act as the primary liaison between IDSP, State VBD office, and other relevant departments at the district and state levels.
  • Facilitate communication and collaboration between district teams, state surveillance units, and climate data providers to enhance the efficiency of public health responses.
  • Assist in the rollout and scaling of the EWARS tool in the assigned districts.
  • Provide technical support to district teams in using the EWARS tool, including the interpretation of alerts and integration of climate data.
  • Conduct regular field visits to monitor progress, provide supportive supervision, and ensure adherence to protocols and guidelines.
  • Support district teams in conducting outbreak investigations, particularly for climate-sensitive diseases like Malaria and Dengue.
  • Analyze surveillance data to identify trends and potential outbreaks, providing insights for decision-making.
  • Prepare regular reports on the progress of EWARS implementation, outbreak investigations, and other surveillance activities.
  • Organize and conduct training sessions for district and sub-district teams on EWARS, outbreak investigation protocols, and climate-resilient response strategies.

Qualifications

  • Master’s degree in public health, Epidemiology, Environmental Science, or a related field.
  • At least 2-3 years of experience in public health, with a focus on disease surveillance, outbreak investigation, and program management.
  • Strong analytical skills with experience in data analytics and the use of surveillance tools.
  • Experience working with government health programs and familiarity with IDSP and NVCBDC is highly desirable.
  • Excellent communication, coordination, and stakeholder management skills.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.
