The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Country Program Overview

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle the rise in HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception to manage multiple projects. In addition to HIV, CHAI is now supporting the Ministry of Health to tackle the burden of disease TB, eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, strengthen laboratory services, and more. Looking ahead, we wish to support the Cambodia Ministry of Health achieves its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).

Our efforts to enhance oxygen access started with CHAI Cambodia's support for the Ministry of Health’s response to COVID-19 in 2020. But beyond COVID, Oxygen therapy is required to support breathing for those experiencing acute respiratory distress regardless of the underlying causes. Building on progress made during the pandemic, the Cambodia Oxygen program aims to dramatically increase hypoxemia diagnosis and treatment and to reduce mortality with an emphasis on vulnerable groups such as women, newborns, and children.

Position Summary

CHAI seeks a highly motivated individual with strong problem-solving, analytical, and communication skills to work as an Associate for the Oxygen program helping the Ministry of Health achieve its goals of ensuring oxygen access at all health centres in Cambodia. The candidate must be self-driven, adaptable, and have a high level of comfort with ambiguity to work with both central and subnational level to achieve the goal above. The role will require 20-30% domestic travel.

Based in Phnom Penh, Cambodia, fluency in Khmer language and a strong command of written and spoken English for business purposes will be required. 

• Collaborate with the Ministry of Health, local partners and other relevant stakeholders to improve oxygen delivery as a common goal;
• Support closing the gaps in hypoxemic diagnosis and treatment highlighted in the recent national oxygen baseline assessment; support regular monitoring of progress and operationalization/ follow-up on recommendations;
• Establish an annual preventative maintenance agreement for oxygen equipment (e.g PSA plant);
• Establish service maintenance and sparepart replacement mechanism for key hospital equipment (Oxygen, GeneXpert, X-Rays);
• Support improved data, information systems, and monitoring for oxygen access, with an initial focus on upgrading the medical equipment management system and piloting its roll out;
• Support identification of financing channels (through social protection schemes, hospital budgets, others) for long-term oxygen provision;
• Collaborate with the government to ensure skills transfer and government ownership;
• Collaborate with team members to document projects’ knowledge and share the lesson learned routinely with other countries;
• Identify new opportunities for engagement to strengthen hospital systems as they arise;
• Actively troubleshoot issues as they arise;
• Support the team’s administrative tasks and other relevant tasks as assigned by the manager.

• Bachelor's degree in a related field (Master’s degree preferred) with a minimum 3- 4 years of experience in a fast-paced environment;
• Strong coordination skills, proven ability to carry out project work streams with a focus on outputs and outcomes and limited oversight;
• Exceptional problem-solving and analytical skills, with high attention to detail and ability to operate without extensive support;
• Fluent proficiency in Microsoft Word, Excel, and PowerPoint to prepare and present compelling messages;
• Experience managing multiple tasks simultaneously, set priorities, and work independently at a fast pace with minimal structure;
• Fluency in Khmer language and strong command of written and spoken English for business purposes;
• Strong interpersonal and communication skills, ability to build strong effective relationships with government stakeholders and partners;
• Strong openness to feedback and willingness to improve.
