The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Contexte
Le Burkina Faso alloue une part importante de son budget national au financement des services de santé et a reçu le soutien d'un large éventail de partenaires régionaux et mondiaux. Le gouvernement a fait des efforts pour améliorer la coordination de ces fonds externes afin d'éviter les doublons et de s'assurer que les financements sont suffisants et répartis de manière stratégique. Poste
CHAI recherche un/une chargé(e) de programme pour concevoir et superviser le programme de renforcement du système de santé de CHAI au Burkina Faso. Dans ce rôle, le/la chargé(e) de programme élaborera et dirigera la mise en œuvre de l'appui de CHAI au ministère de la Santé en travaillant étroitement avec les principaux décideurs du ministère de la santé et leurs partenaires. Il ou elle encadrera une équipe d'associé(s), d'associé(s) senior(s) et de conseiller(s) technique(s).
Le ou la chargé(e) de programme travaillera en tant que membre de l'équipe de renforcement des systèmes de santé et collaborera avec les autres chargé(e)s dans leurs domaines de travail respectifs. L'étendue du travail peut inclure, mais n'est pas limitée à : 1) l'amélioration de la durabilité du programme de soins gratuits en tant que mécanisme de financement essentiel pour les services destinés aux femmes et aux filles, 2) l'opérationnalisation de la vision du gouvernement pour " un plan, un budget, un rapport " au niveau sous national pour améliorer l'efficacité des ressources, 3) l'utilisation et le renforcement des capacités analytiques pour l'utilisation des données aux niveaux central et sous national, et 4) autres projets pour le financement et le renforcement des systèmes de santé. On s'attend à ce que les défis auxquels le gouvernement est confronté évoluent au fil du temps et, par conséquent, le travail sera diversifié, et ce rôle exige un forte capacité d'adaptation et de réflexion créative.
Le ou la chargé(e) de programme doit parler couramment le français et l'anglais, et avoir d'excellentes compétences en matière de développement de relations et de communication, en particulier avec les parties prenantes du ministère de la Santé à tous les niveaux du système. Il ou elle doit être capable de fonctionner de manière indépendante avec un minimum de supervision, avoir un fort engagement envers l'excellence avec un sens aigu du détail, et rendre compte efficacement de l'avancement du projet. Background:
Burkina Faso allocates a significant portion of its national budget to finance health services and has received support from a wide range of regional and global partners. The government has made efforts to improve the coordination of these external funds to avoid duplication and to ensure that funding is sufficient and strategically distributed. It has set bold ambitions to strengthen health systems so that interventions and resources allocated have an optimal impact on health. With the insecure situation in the north and east of the country, it has become increasingly essential to improve the way the health system is managed, and high impact interventions are identified and prioritized, coordinated, and used so that the health response is sustained throughout the country and the government can finance key reforms, including its targeted free health care program and the establishment of an efficient health insurance system.
In light of these priorities, CHAI supports the government in its various Health Systems Strengthening efforts. These include strengthening planning and budgeting systems for better prioritization of needs and improving resource management for greater efficiency, from the central level to primary health care facilities. The ultimate goal is to ensure that resources are available and used effectively in primary health care facilities to improve the availability and use of services and improve patient health.
As part of this work, CHAI collaborates with the government of Burkina Faso and other institutions, to provide technical support to strengthen the health system in Burkina Faso. As part of its support, CHAI seeks to strengthen the technical capacity of relevant government institutions and focuses on better use of data for decision-making.
This work involves support to high-level government decision-makers in various departments of the Ministry of Health.
Position
CHAI is seeking a Program Manager to provide integrated support to the Ministry of Health (MoH). The Program Manager will be based in Ouagadougou and will interact with key stakeholders from the government, donors, and the international community in Burkina Faso.
The Program Manager will report to the senior program manager health systems strengthening end financing and work as a member of the Health Systems Strengthening team. He or she will collaborate with other Managers in their respective areas of work. The scope of work may include but is not limited to: 1) improving the sustainability of the Free Care Program as the critical financing mechanism for services for women and girls, 2) operationalizing the government vision for ‘One Plan, One Budget, One Report’ at the subnational level for improved resource efficiencies, 3) strengthening analytical capabilities for data availability use at central and subnational levels with a focus on improved financial management, and 4) other technical assistance on ley health financing reforms and interventions. It is expected that the challenges facing the government will evolve over time and, as a result, the work will be diverse, and this role requires a strong capacity for adaptation and creative thinking.
The Program Manager must be fluent in French and English, and have excellent relationship development and communication skills, particularly with MoH stakeholders from all levels of the system. He or she must be able to function independently with minimal supervision, have a strong commitment to excellence with a keen sense of detail, and report efficiently on the progress of the project. In addition, the Program Manager must have a good understanding of knowledge translation and the Evidence-informed decision-making process.
