The Ministry of Health (MoH) in Eswatini strives to achieve Universal Health Coverage by improving equity, efficiency, allocation, and management of financial resources and thereby enabling equitable access to quality health services for their population. This commitment is made against a backdrop of rising health care costs, shrinking domestic finances for health and stagnating donor funding. CHAI Eswatini has been supporting the Ministry of Health to strengthen its public financial management (PFM) by building capacity in budget development, budget execution & tracking, efficiency & cost saving initiatives, increasing fiscal space through strategic purchasing and other health financing reforms. CHAI is seeking a Program Manager, Universal Health Coverage to support the MoH in achieving its health financing reforms. The Manager will lead the PFM support provided to the MoH; covering Work planning, Budget Development & Execution, Efficiency Initiatives, Resource Mobilization, and Investment Cases to Increase Fiscal Space for health.

 

The Manager must be a highly motivated individual with outstanding leadership, management, and problem-solving skills. They must be able to support the development and implementation of PFM and Efficiency reforms with significant autonomy, have strong commitment to producing results, and serve as a thought-partner to the team and senior-level officials at the MoH. This position is based in Mbabane, Eswatini and reports to the CHAI Senior Program Manager, Universal Health Coverage.

Responsibilities

  • Lead the public finance management support to the MoH including creating and maintaining relationships with key MoH counterparts and other stakeholders;
  • Independently maintain key relationships with senior MoH leadership as focal point for specific projects;
  • Lead budget development and execution practices at the regional and central levels;
  • Support the MoH Accounts office and Financial Controller in evaluating budget utilization for key MoH programs and service delivery units;
  • Implement efficiency opportunities both at central, regional and facility level and support the MoH to implement the efficiency opportunities;
  • Identify opportunities for improving service delivery through efficient use of funds and resources;
  • Support the MoH Procurement Unit in improving procurement and supply chain practices for better resource allocation and service delivery;
  • Develop and implement quantitative data collection tools for resources tracking;
  • Support analysis that informs the design and implementation of health financing policies and reforms in Eswatini;
  • As needed, support cross-cutting workstream contributing towards attaining universal health coverage and sustainability;
  • Other responsibilities assigned by the supervisor.

Qualifications

  • Bachelor’s degree and at least 4 years of professional experience in finance, management consulting, health economics, public health, policy/planning, or other relevant private and public health sector experience with leadership experience;
  • Robust problem-solving skills, quantitative and qualitative analytical capabilities;
  • Exceptional diplomatic and interpersonal skills, and able to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment;
  • Strong written and oral communication skills, including ability to communicate effectively while addressing a broad-ranged audience;
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously;
  • High level of proficiency in relevant computer applications, particularly Microsoft Excel, PowerPoint, and Word.

Advantages:

  • Advanced degree in a relevant field such as economics, health economics, public health, public policy, business or other relevant disciplines;
  • Professional experience working with government authorities in developing countries, with experience in sub-Saharan Africa;
  • Experience working in public health and with international organizations; and
  • Familiarity with a broad range of key global health financing issues and models, including strategic purchasing, the donor financing landscape, privatization of health services, provider contracting and other broader health systems challenges in low and middle income countries.
