CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

In Mesoamerica and the island of Hispaniola, CHAI provides strategic, technical, and operational assistance to ministries of health in Guatemala, Panama, Honduras, Haiti and the Dominican Republic to strengthen programming to achieve malaria elimination by 2025. The overall objective of CHAI’s malaria work across the region is to collaborate with partner organizations with the Regional Malaria Elimination Initiative (RMEI) to equip malaria programs with evidence-based strategies, strong operational plans, and necessary financial resources to effectively implement interventions for elimination. One of CHAI’s primary areas of focus is providing access to critical malaria commodities, including diagnosis and treatment. As countries move closer to elimination, it becomes imperative that all cases are confirmed by parasitological diagnostic test prior to receiving treatment with antimalarial drugs and subsequently reported into the national surveillance system. While many countries in the region have made advancements towards elimination aims, continued progress will necessitate continued efforts to improve case management service coverage.

Overview of Role:

The Senior Associate, Commodity Access will be a key member of the CHAI team, providing technical and operational support to improving case management service availability and delivery throughout the region. To improve programming in our focus countries Haiti, Dominican Republic, Guatemala, Honduras and Panama, the Senior Associate is expected to support the country teams in further developing the elimination strategies tailored to each of the countries and best supporting the teams to execute against these strategies. The candidate will work closely with CHAI's other Technical Teams to advance access to essential health services for malaria diagnosis and treatment in the region.

The individual will bring a generalist skillset to the team and be willing to take on a variety of tasks ranging from data analytics to guidance for teams on leading workshops with government stakeholders. The individual will collaborate with a diverse team based across multiple countries and regions, government programs, stakeholders and research institutions. This role will include close collaboration with CHAI’s country team and broader ministry stakeholders including the Inter-American Development Bank, Pan American Health Organization, and partners within the Vivaccess radical cure project. Examples of the country support may include serving as a technical lead for developing national community health worker guidelines, case management training methodologies, and ministry workshops for roll-out of new tools for diagnosis and treatment.

The successful candidate will possess strong communication, organizational, data analysis and management skills; work independently to drive implementation; and have deep personal commitment to producing results CHAI places great value on relevant personal qualities including resourcefulness, tenacity, independence, patience, humility, and strong work ethic. The Senior Associate will be part of CHAI’s Global Malaria Team, based in Panama and will report directly to the global malaria diagnosis manager. Due to multi-country support function of this role, up to 25-50% travel is expected.

In close collaboration with CHAI’s country teams, NMCPs and other stakeholders, provide technical and implementation support including but not limited to:

• Identifying high priority opportunities to improve the quality and coverage of malaria diagnosis and treatment across public, private and community sectors through scoping exercises and data review;
• Developing and supporting the implementation of monitoring and evaluation (M&E) plans for CHAI and ministry case management and supply chain interventions and tools to include collection, analysis, interpretation and use of appropriate indicators across Mesoamerica and Hispaniola;
• Building and maintaining a strong understanding of the malaria diagnosis and treatment landscape;
• Ensuring documentation and dissemination of topics related to malaria case management and/or supply chain management research activities and results through technical reports, presentations, policy briefs, and publications;  
• Engaging with government, private sector, and technical partners to build relationships and advance innovative tools for malaria elimination;
• Constantly looking for areas of opportunity/high impact to support malaria elimination efforts in Mesoamerica;
• Generating, synthesizing and translating evidence (i.e., via surveys, literature reviews, routine data analysis) to inform government and partner policy and programmatic decision making;
• Contributing to the formulation of grant proposals and donor reporting across the region;
• Expanding access to and effectiveness of community case management networks through targeted and context specific strategies linked to changing malaria epidemiology;
• Developing materials for health care workers, including SOPs and updated training curriculum for community health workers (CHWs) to improve adherence to national guidelines;
• Designing and implementing strategies and detailed plans to address gaps in availability and access to case management services, and supply chain management;
• Drafting and/or updating of national guidelines related to diagnosis and treatment, quality assurance and control for medicines and diagnostics;
• Facilitating regular coordination with country teams, NMCPs and key partners on ongoing country activities and priorities.

• Bachelor or Master’s degree in public health, epidemiology, anthropology or other relevant fields plus 3+ years of relevant professional experience in a demanding, results-oriented environment;
• Knowledge of malaria and/or other major global infectious disease problems;
• Experience in working and communicating with government officials and other external partners;
• High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications;
• Demonstrated excellent analytical, quantitative, and problem solving skills;
• Knowledge of malaria and/or other major global infectious disease problems;
• Ability to work independently in unstructured settings and to adapt to new environments and challenges;
• Enthusiasm for applying research methods to strengthen health systems;
• Exceptional written and oral communication skills;
• Fluent in Spanish and English.
