CHAI, in partnership with its India affiliate, William J. Clinton Foundation's (WJCF), has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI/WJCF programs support government initiatives on Tuberculosis, HIV/AIDS, Hepatitis-C, cancer, immunization, and health financing. Additionally, CHAI/WJCF supports many state governments on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea and pneumonia, and helping increase access to quality family planning services. 

  

Context

 

India continues to bear the world's highest burden of tuberculosis (TB) in terms of absolute numbers of incident TB cases. An estimated 350 million people in India are infected with latent TB, and 4 Million new TB infections occur every year[1]. India has set an ambitious target of eliminating TB by 2025. In order to achieve this target, the National Strategic Plan 2017–2025 has set an ambitious target of 95% LTBI identified/eligible cases to be initiated on TB Preventive Treatment (TPT) by 2025.

 

The Joint Effort for Eliminating TB (JEET) project aims to address the LTBI burden by establishing innovative mechanisms for contact tracing of pulmonary TB patients, diagnostics and ensure access to quality care. The project is the first of its kind, large scale programmatic intervention on LTBI. The project is being implemented in 11 states and union territories across the country and is expected to impact over 1.3M individuals over three years.

 

CHAI is looking for highly motivated individuals with outstanding credentials and preferable experience in project management or capacity building of functionaries at various levels to implement activities and improve service delivery. The individual will be primarily responsible for assessing the training needs, developing training material, and implementing and monitoring the capacity development plan at state and district levels.

 

The Training Lead should have excellent communications skills, be able to function independently, be self-motivated, and have the ability to thrive in a challenging multi-organizational environment. CHAI places great value on relevant personal qualities: resourcefulness, responsibility, tenacity, energy, and work ethic. An ideal candidate is expected to be innovative, strong decision-makers with an eye for detail and outstanding facilitators of learning and change. The Training Lead will report directly to the Program Lead based in Delhi.

Responsibilities

  • Assess the field team's knowledge, skills, and requirement and create a roadmap for building capacity
  • Oversee and deliver training to field personnel at the state & district level in the areas of TB Guidelines, project implementation, Management Information Systems and softer aspects such as communication, rapport building, body language, time management, stress management etc. to aid quality service delivery
  • Develop an overall or individualized cadre-based training content and development plan
  • Coordinate with national, state and field teams to understand training needs and up-gradation as and when required
  • Create an onboarding plan for new hires at different levels of project implementation.
  • Develop tools to monitor the quality and effectiveness of training in conjunction with the M&E team
  • Undertake regular field visits to monitor field effectiveness and get feedback from stakeholders such as patients, Providers, Government staff, Doctors, and ASHAs
  • Understand consistent operational challenges of a particular geography, relative context and prepare specific training programs to resolve them
  • Maintain a keen understanding of training trends, developments, and best practices
  • Other responsibilities as needed

Qualifications

  • Bachelor's degree or Master's degree (preferred) in pharmacy, biotechnology, medicine, Public policy and Public health
  • Overall 4+ years of experience in working with field teams in the areas of project implementation, designing and executing capacity building initiatives
  • Track record in designing and executing successful training programs
  • Excellent communication and leadership skills
  • Ability to plan, multi-task and manage time effectively
  • Strong writing and record-keeping ability for creating reports and training manuals
  • Good computer and MS office skills
  • Willingness to travel extensively
